Plugins at Institution level #115

Many settings for a plugin can/should probably be set at an institution level. Add similar functionality as labs for institutions.

Maybe make some institution specific settings, and others that can be overridden by the lab?

Make sure plugins are using the new merged plugin settings available from the Lab model
