Add FPS counter and FPS lock #71

The application is now locked to 40 FPS on default to accommodate weaker computers. Adds a UI FPS counter. Adds default input to the time setter. Alters UI to properly scale for most computer devices (at least ones 16:9 or wider). Add FPS lock/performance explanation in READMEs.
