When you move a chapter from another kingdom or from Freeholds, it keeps it's previous elevation status until you set it as the proper park size in the kingdom/principality "Configure Chapters" page. This is most obvious when moving a Freehold as they keep the custom "Freehold" chapter type on move.
This visibly only seems to affect the chapter elevation status listed on the chapter's configure park page. Unsure if it goes deeper.
Suggested workaround is to be sure to go to the Configure Chapters page after all chapter moves and hit submit to lock in it's new kingdom/principality settings on the chapter. Newly transferred Freeholds should be showing as "Outpost" to make this more obvious.
