We need a form dedicated to the contracting process for creating new parks.
This should have a single permission in the permissions structure, if possible - basically, a user can have access to just this form with the correct permissions.
There may be some value in workflow (checklist). We will need to work with the AIBOD & contracting to flesh out the requirements.
