Add "resident since" field that is updated on creation and transfers of player #237

This is for chapters that require a player to be a resident for so long before they gain voting rights or meet residency requirements.

The date should be updated whenever a player is created or transferred. It also needs to be editable for PMs that are behind on their data entry or for fixing accidental transfers.

It should appear on the player record page and be added to dues paid related reports.

The above PR will add a "Park Member Since" field that is visible on the Player page and Player Admin. The field is also automatically updated when a player is moved.
