Award Recommendations - Deleting own award rec will not allow readding the award rec w/ another description. #334

I assume the record for the award rec is marked as deleted, so it no longer shows up, but is still being detected when trying to add a new one, so it doesn't allow the creation of a new record.

This is ongoing. This includes trying to re-recommend "custom award".
