[UI] make permissions clearer to users #60

There are complaints that people think they have access to things, and get frustrated when it doesn't work, because they aren't in office. A simple solution would be to add a note to the log in page, saying that if you see this, you did not have permission to do whatever you just tried, talk to your PM. The requested solution is to add a * by everything that is restricted, with a not on the bottom
