Package.xml is not capturing changes of customSettingAccesses and customMetadataTypeAccesses in Profiles #224

Salesforce sent an update to add customSettingAccesses and customMetadataTypeAccesses in Profiles, when trying to deploy the package is not getting created for these changes, its creating blank package.
