feat: extend picklists plugin to allow "New" picklist values #434

Support for new picklist values in GlobalValueSets, CustomFields and StandardValueSets (including Status StandardValueSets).

Closes #432

@aly76 Thank you very much. This looks very good! I have some minor changes to the E2E test suite which I would like to add to this Pull Request. Could you please check the box Allow edits and access to secrets by maintainers in the right sidebar of this PR at the bottom (docs)? If that doesn't work, you could also cherry-pick my commits from my branch https://github.com/amtrack/sfdx-browserforce-plugin/tree/new-picklist-values.
