Add exercises and solutions to 16 Performance metrics and Model Evaluation

I don't have a good idea for an exercise here :-/ also compared to what I have here https://github.com/amueller/advanced_training/blob/master/03.2%20Evaluation%20Metrics.ipynb this 16 seems pretty bare :(
