Description

Added a new commented GeneralFooter.js file with its css. Following I have attached the ss of the GeneralFooter.js it its mobile responsive and previously reviewed https://github.com/amupedia2021/Project-Amupedia/pull/366 as @anmode sir have told I have added the details
