Rename README to README.txt #95

Without an extension, the MIME type of files can't be inferred by some
versions of Windows, Mac OS X, and various Web browsers.  Renaming it to
README.txt would always make it possible to open the file with a double
click or through file service from a Web site.

While I both disapprove of condoning broken behaviour and hate the way 
"README.txt" 
looks, unfortunately this makes sense in the real world. The fix is now in Git:
