Delete obsolete files #999

Where did the tox.ini information go? Are we not using tox anymore? Pyproject.toml doesn't seem to have a tox section...

The 7 new issues CodeFactor found have nothing to do with this change, so they should be disregarded.

We replaced Tox with Github actions a while ago.

Ah I see, the workflow is calling pytest directly. Makes sense.
