End user add achievement #5

Users should be able to add achievements.

Alright, as of ac8330314504d8d481401b79bc40457c9e9bd524 this is implemented.

In the future, we'll need to make selecting a game for a given achievement easier. If there's a lot of games, that dropdown list will get unworkable. But that is another task.
