Add option of using a subset of the fitting years in projections #6

Add the possibility of using a subset of the fitting years (rather all the years) when estimating the time series models for the period index and cohort effect when doing projections. This affects the following functions:

-'forecast.fitStMoMo' -simulate.fitStMoMo -simulate.bootStMoMo
