Code base has gotten pretty disorganized since it is a summation of patches from multiple contributors over the past few years. In need of some TLC and cleanup.

Package version should get propagated down from the makefile, rather than hardcoded in C code
Review pkgIndex.tcl implementation.
- Is this the best way to implement this?
- Does current method support multiple versions installed?
- Any way to make this common between tclpython and tclpython3?
