Setup md Updates

Updated dependencies
Fixes resulting from Django 3.0
Updated coding_setup with the above changes
Updated deployment_setup with a section setting up cron email jobs

Notifications Page

Added Notifications to Models
Created a notification page

Unread Markers -Added Unread markers in bold

Unread changes to read if in viewport for 5 sec or hover over comment box for 1 sec

Move Comment Perms

Disable move comments if user does not have "summarizing" access
