Linux kernel driver for Elastic Network Adapter (ENA)

Motivation

See this blog post: https://isovalent.com/blog/post/big-tcp-on-cilium/

It's currently supported by mlx4, mlx5, ice drivers, but it would be nice to also have it on ena given the wins are really significant.

Solution

Add BIG TCP support for ena.
