rate limit exceeded before finishing a single phase

If the github repo is quite large in issues (as an example), then the 5k API limit is reached before the phase finishes.

An easy to test repo would be tensorflow/tensorflow and the phase github-sync/issues

some kind of solution where:

• the stuff that was synced before is not re-synced OR
• giving multiple API keys that are used in round-robin

either would be nice
