Will there be any updates to the inbound shipment API?
That documentation page does have the information near the bottom on how to get to the setting, but here's the direct link: https://sellercentral.amazon.com/fba/settings/index.html/#/inbound-settings
This is live and impacting new shipments now.
Incidentally, I would just point out this current situation is apparently a giant crazy hack. (Maybe that goes without saying?)
But we need this to be supported in the API itself, so we can see the different options available by calling https://developer-docs.amazon.com/sp-api/docs/fulfillment-inbound-api-v0-reference#createinboundshipmentplan with different Placement Fee split configs.

I guess this issue won't be receiving any support since this API was deprecated with no warning. (Can't use the new one until June at the earliest though!)
This is a very old issue that is probably not getting as much attention as it deserves. We encourage you to check if this is still an issue after the latest release and if you find that this is still a problem, please feel free to open a new issue and make a reference to this one.
This is still broken, pending the new API being completed, at a minimum blocked by bug #556.

Still open.

Still open as far as I can tell

This exists in the new https://developer-docs.amazon.com/sp-api/docs/fulfillment-inbound-api-v2024-03-20-reference API now.

Do you know what method requesting the reduced splits/fee option exists in? I'm having trouble finding how to do this exactly.
You automatically always receive all of the options. There's nothing to do in order to get them or not get them.
How is it possible to get the reduced fee option through the SP API?
