allows expanding tokens, per platform, globally or conditionally per token
allows configuring preprocessors to only run for certain platforms (API will change though to be consistent with transforms, formats etc)

TODO:

[x] docs for expand usage
[x] change preprocessor API to where they only apply globally or per platform when explicitly configured
