Only enable flow-minor-mode if a .flowconfig is present #5

As suggested by @aaronjensen in #2, enabling flow-minor-mode without a .flowconfig file is not going to be useful. This change makes flow-enable-automatically search upwards for that file before the mode it in a buffer.
