add batch sub-command #100

c3i batch can be used to submit a batch of one-off jobs which are submitted only when the number of activate jobs is below a given threshold

Very cool. This kind of thing leads pretty naturally to the more general idea of having something that understands the graph do the traversal and dispatch jobs.

I can haz tests?
