What

Added logic to trigger a run of a previously created run-once job.

Why

There existed a CLI command for job run but it was missing the underlying logic to trigger a run execution.

How was this tested?

Unit test added
System test added
Manually (new build was pulled down into an environment and run manually, see screenshots below)

Notes

New function does not support --wait functionality that job create has. This creates the requested job run and exits.
