What

Added User creation and removal
Added User role management
Tests explicitly split into unit/integration/system/load (addresses https://github.com/Anaconda-Platform/ae5-tools/issues/97)
Documentation reorganized along with rendered documentation support.

Why

Allow for automatic user setup and tear down within system tests.
Prepare for larger documentation over-haul.
Allow for better testing of AE5 in CI/CD

How was this tested

Test suites reworked. System tests updated to leverage new functionality. System tests pass against local dev cluster as well as new hosted dev environment.

Notes

The system tests are disabled in the pipeline pending work on the new dev instances. These will be re-enabled along with the k8s tests once the transition is complete.
