[SNEK-5490] - Request Session Enhancements #191

What

Moved redirect loop logic to requests sessions
Added support for enabling TLS verification and supplying certificates if needed.

Why

Long wait times for deployment starts was caught by system tests. I was investigating and found a few issues to address.

How was this tested?

Dev conda package was build and used in the latest updates to the system tests: https://github.com/anaconda/anaconda-platform-system-test/pull/5. Once this PR merges the system tests version will be incremented to use this release.

How to test

Clone & checkout the branch of the system test PR (https://github.com/anaconda/anaconda-platform-system-test/pull/5)
Run system tests against ae5 with anaconda-project run test:system
