Anaconda Linter now returns POSIX-style error codes

The linter now properly reports several pre-defined error codes. These will be consumed by other automated systems so they no longer need to parse text output that we may change.
Also fixes issue caused by conda@3.28.0 by pinning our conda-build version (which I also updated in the feedstock)
Also removes redundant Severity constants
Fixes an issue introduced when we deleted the recipe/ folder. The GitHub Action now pulls the recipe files from the feedstock directory.

This PR is inexplicably tied to: https://github.com/anaconda-distribution/rocket-platform/pull/1079 When that PR is merged, we will have a ticking-clock to getting this PR out in the next anaconda-linter version release.
