Tour #5

In concert with #3, this will load the Tour whenever someone opens up sorter mode. Every time. While not ideal, this is good enough for right now, and we can do better after we have some content to work with.

Feel free to PR against this PR... it won't go into master until it's semi-useful.

This just has the steps right in JS... this is also fine.

Looking over the tour API, it's funny how much of what nbpresent does could be done with tour... but that's another story.

Basically happy with what I've got in there for the basic story.

Going to push this as a version, can continue tweaks off this initial baseline.
