I have no plans in this regard. I believe there are already some fairly minimal and lightweight trackers out there, which would be my contribution if I wrote one, and there's actually surprisingly little overlap with the implementation of a torrent client.

chihaya is a torrent tracker written in Go. 1.0 is a stable release, but we've been recently working to add a middleware-oriented architecture to enable lots of customization in the future.

For the record, I'd suggest trakx, since chihaya has not released new stable (ie, non-RC) since 2016.
