The util_mxfe_xcvr/rx_out_clk_0 has been mistakenly connected to the link_clk instead of the device_clk of the axi_mxfe_tx_jesd IP. Fixed the connections and the design builds without any timing failures with using HWA and test_synth. BOOT.BIN generates successfully.
