This PR moves all HDL projects to hdl_2019_r1 and Vivado 2018.3. All designed are synthesizing and meeting timing. Testing has been enhanced here to include valid signal configurations which were not checked before. This PRis relatively large since the APIs for many of the HDL blocks in the reference designs have changed, particular around the pack cores.
