This PR redoes the debugger config to fix some major bugs and improve usability.

Update launch.json to launch OpenOCD with built-in config options instead of GDB pipe command
Change flash task to use GDB instead of OpenOCD to support stripped RISC-V .elf files
Auto-set breakpoint on main
Update setup scripts for Linux to use system environment variables
Remove "flash" as pre-launch task for debugger. You don't need to re-flash every time you restart the debugger.

Which fixes the following bugs:

MAXIM_PATH was not being resolved by ${env:MAXIM_PATH} on Ubuntu when set in .bashrc
Pausing the debugger did not work on Ubuntu
Halt on entry did not work on all OS's
Flash task would fail for RISC-V projects
