Update VS Code Project Generator

This PR updates the VS Code project generator and template to VSCode-Maxim v1.4.1.

Summary of changes:

• Move VS Code template to assets/vscode/template/ and update template files to v1.4.1
• Update and rename generator function to vscmxm
• New generator function loads default project settings from a default configuration located at assets/vscode/defaults/settings.json.
  • Add parser utility function to assets.py for loading defaults into a dictionary
  • Use utility function to set default arguments in vscmxm function declaration
• Add RISC-V support to max7800x.py backend
• Run VSCode-Maxim through markdownlint
• Address various Python linter errors
