docs: Use Doctools theme/directives/roles

Use Doctools directives/roles and "cosmic" theme. Include requirements.txt file with the doc dependencies (sphinx, doctools). To install this file to install, do: pip3 install pip --upgrade pip3 install -r requirements.txt --upgrade Update doc copyright year range. Removed adi_logo.png, since the theme already ships one in SVG format.
