Create a "default" setting for Outer section paddings. #364

We need to be able to set one of the outer section padding presets as default. Now every new section has the "No Padding" preset applied on it.

Useful if for example set the "normal" preset as default, so i wont need to set it to every new section. It will be pre-assigned. Kinda like the "default" column gap is assigned on columns.
