WP Admin Dashboard UI fixes #455

Checked up to WP 5.6-RC1

  1. Update promotion banner learn more button CSS to override the generic blue color
  2. Convert the blocks sidebar filter height to a percentage instead of view height to avoid overflow below the footer content
  3. Add explicit colors to the sidebar animated div to override the Elementor applied CSS property color
  4. Fix more space at the bottom of admin UI shown in Elementor popup
