Fix issue with Library sidebar scrolling (editor) #588

In the editor popup, the scrolling has a really weird and confusing behaviour, here is the video showing it: https://www.loom.com/share/a72738a63ff64c2e9ebde4cefecbe0a4

Can we mimic the behaviour of the library as in the admin? It works flawlessly there.

This is happening since a very long time, but I was always forgetting to post it as an issue.
