Seems to be all FLOSS to me

While working on this file, could you please run pkgcheck scan --net in the ebuild folder? It will show some hints to improve the ebuild. pkgcheck is part of dev-util/pkgcheck

The restriction was there to work around an occasional source retrieval bug with a much earlier version of the ebuild, just been forgotten since and kept along because it hasn't broken anything.
