added usespecbin optional arg to InstrumentData #25

If the usespecbin works please merge develop with master, and delete develop. We should get into the habit of creating branches for 'issues' (even if we don't go through the formal issue creation on github), then deleting the branch that was created to code up the fix for the issue.
