This removes the old external oifits.py from setup.py so that installs from github don't fail if numpy or astropy are not installed beforehand.
While I was editing the setup, I also:
Removed the relic to use the use_scm=True which automatically sets versions based on git tags (this removes another try/except that could fail if dependencies were not pre-installed).
