Staging in monky-queue-mode

This change is still in development. I am posting this because I want some advice.

I added four sections in monky-queue-mode in order to control changes to include in the current patch.

Changes: these are the changes not in the current patch, and will remain in the working directory after qrefresh.
Staged Changes: these are the changes not yet in the patch, but will be included after qrefresh.
Discarding (qdiff): these are the changes in the current patch, but will be excluded after qrefresh.
Staged changes (qdiff): these are the all changes that will be included in the patch after qrefresh.

I needed to workaround some problem (see 0c7158aec8174ddb42cf28a16dc2e323d1b7d5da) which I couldn't solve in a clean manner. The problem is that Mercurial fails to return qtip tag when it is called inside of lisp macro and using cmdserver. You can use 7051133c47839c37d04e7b35ec0affe652e1145c to quickly reproduce the problem. Any suggestions to fix this problem (or any other) are welcome.

I've been using this version and I think it is usable. Could you pull these changes? As the changes are kind of mess, tell me if you want me to clean up and make a better change set.
