Move UI from express view to static webpack template #4

Includes moving js from inline in pug (yuck!) to commonjs imports and webpack bundle

Keeping as express view because of server passed Plaid public credentials, but all other scripting besides initializing Link handler is now pulled out to webpack with 0a6bea724966b46ec21fdcc1d1e963a91827514d
