Standardized README for agents. #18

Each agent should have a research-quality readme including test results and individualized usage and explanations.

@abhigya-sodani specifically we should have a readme page in here: https://github.com/anarchy-ai/LLM-VM/tree/main/src/llm_vm/agents/REBEL/readme.md that is the same as the readme in the main rebel project (that we need to depreciate).
