Watch Folder in Bot [Feature Request] #1719

Can we add a feature to the bot to create a watch folder, so that any file placed in that folder is uploaded to Telegram and then deleted? This way, we can use the docker -v command to utilize that folder on the machine we are using and automatically upload files to Telegram. There is such a bot; for example, we can integrate this bot.
