The exclusions feature does not guaranteed to exclude from all optimizations. for some optimizations, it's hard to exclude some portion of avatar.

Which optimization and which portion do you intended to exclude?

it was removing parts of PCS added through VRCFury, because I believe it thinks some of the objects never activate

The manual bake feature of MA / NDMF doesn't support VRCFury since VRCFury is not on the NDMF.

If you want to preview, it's much better to use play mode.
