Remove legacy scanner/provider from policy engine

This is to track the removal of the v1/legacy scanning provider.

Changes expected when this is implemented:

• Remove configuration value for provider
• Update tests/deduplicate configs
• Update documentation
• Remove old db tables and data not used by Grype scanner
