feat: multilevel configuration and profiles #51

This PR modifies fangs to support multiple configuration files, along with merging them with "append-to-lists" behavior and named profile overrides.

Fixes #50

hey there, i had a pretty long absence because i broke my arm 😅 Is there any news on this and if youre interested in bringing this into syft and grype? :)

We just so happened to talk about this one last week and I'm actively working on getting it moved forward.
