mg_get_var encoded keys #281

mg_get_var returns a url_decode'd string, but does not accept a url decoded 
variable name. it should for symmetry and to prevent surprise in the API. For 
instance looking for "option name" does not work, as it would be encoded in 
POST data as "option+name".
