What does this PR do?

This PR creates a page where the user can publish a new article.

Description of Task to be completed?

Create a HTML form where the user enters details about the article. These details entail the title of the story, short description of the story, the actual content, tags as well as any attachments

How should this be manually tested?

Clone the branch then click on article_form.html

Any background context you want to provide?

A user will need to publish stories since Authors Haven is a site where users post their blogs.

Great job Ronny. One observation though, on the body section instead of writing, "here is my story..", you could say, "Write your story.." since you are prompting the user. Otherwise great job.
