Brief summary:

change svd2rust to target riscv
update rebuild scripts
update tools
use svdtools to generate array from GPIO to reduce PAC size and make it easier to use

Going to update my code to the latest tools again first. Might leave the arrayify code for a separate thing too, since it might be easier to port bl602-hal with the original register names.
